Issue: Attainability

If the prize criteria are stated in terms of a percentage, what would be a good percentage to use?

Obvious steps would be: 50%, 80%, 90%, 95%, 99% (1/2, 1/5, 1/10, 1/20, 1/100)

What is attainable? I asked this question about the self-assembly part of such a system to Jim Kelly of Lego Mindstorms. He replied:

I'd estimate that most robots I've seen include the following electronics:
1. Brick (processor)
2. 3 motors
3. 2-3 sensors

The rest is plastic parts. It's hard to give you a percentage, but I'd say that most robots are 80% non-electronic pieces… you have to have the motors and brick to at least give the robot movement/action.

The RepRap project, judging from the price of a full kit (about 300 dollars) and the price of just the bits that the machine can't yet manufacture seem to be hovering around the 80% mark as well, although there are plans in progress to improve this.

Is 90% attainable? What's your gut instinct? Is this too high or too low a target?
